This is a used Hammerax Chick Magnet 14" cymbal enhancer that recently came into our shop on trade. Designed to be placed between bottom and top hi-hat cymbals (or other cymbal combinations), the Chick Magnet increases volume, produces a much more aggressive "chick" sound, and is great for heel stomps.
As a previously owned item, expect typical signs of handling and use including scuffs, scratches, dust, and fingerprints.
